The French Senate approves new timelines for France e-invoicing

Timeline

On November 27, 2023, the French Senate approved an amendment to the Public Finance Bill establishing the following timeline for the French e-invoicing mandate:

  • July 1, 2025 for large businesses
  • September 1, 2026 for medium-sized business
  • September 1, 2027 for small businesses

The finance bill is currently being reviewed by the National Assembly.

Impact

A similar delay was previously proposed in the National Assembly in October. The principle difference is that the National Assembly version would move the go-live of the e-invoicing mandate for large businesses to September 1, 2026, whereas the Senate version would move it to July 1, 2025. The go-live date for medium and small businesses are the same in both versions.

There is a real possibility that the National Assembly will decide not to retain the Senate amendment, especially given some opposition to it from the business community. The final passage of the Public Finance Bill is expected toward the end of December 2023.
