The Government of Ireland published a document on the tax policy changes in Ireland’s budget for 2023. Included in the budget are VAT rate changes applied to newspapers and tourist accommodations.

Timeline

The new VAT rates on newspapers will be applicable as of January 1, 2023. Changes to the VAT rates in the hospitality and tourism sector will be effective from March 1, 2023.

The new rates

Under the 2023 budget, the VAT rates of the following products will change:

  • Newspapers and news periodicals, including digital editions will be zero rated;
  • The reduced VAT rate currently applied to the hospitality and tourism sector has not been extended. Therefore, 9% of VAT should be applied until February 28, 2023. After that, the applicable VAT rate will be raised to 13.5 %. The VAT rate change concerns tourist accommodations, guesthouses, hotels, and other short-term accommodations.
